SmartAsset looked at various data points to find the best places for small business owners in the Country. Goochland ranked #2 in the state of Virginia, just behind Rappahannock, Virginia.
SmartAsset looked at three factors for this ranking:
1. Proportion of people in the county with a small business income
2. How much business income those poeple reported
3. The amount of tax a potential resident must pay on their income.
